President Michael Catton
Few journeys within the RCMP Veterans’ Association reflect such steady dedication, collegial spirit, and quiet effectiveness as that of Mike Catton. His path to the Presidency of the RCMPVA Toronto Division is not the result of sudden elevation, but of years of consistent service—marked by reliability, good humour, and a genuine commitment to the well being of fellow veterans.
Mike’s involvement in the Toronto Division has always carried the hallmarks of his character: measured leadership, thoughtful participation, and an instinct for strengthening community. Whether assisting with divisional initiatives, supporting ceremonial occasions, or contributing to the Association’s administrative continuity, he has been a presence that others naturally rely upon.

John Cottrell
John has been an Associate Member of Toronto Division since 2017. He is a former OSC Forensic Accountant / Investigator and is known and respected by many RCMP members.

Jenny Catton
Jenny joined the Division as an Associate member in 2017 and has been our secretary since 2018. She also carries out the roles of Newsletter editor plus Email, Data Base and IT Manager.
Member Support and Advocacy – Toronto Division Benefits Officer
Mike Kerr
Mike has been a member of our Division since 2019 and volunteered to be our Benefits Officer shortly after. He is able to assist our membership due to his knowledgeable of applicable RCMP and VAC policy.

Bill, the former ‘O’ Div SSM, joined the Association in 2022. He brings excellent credentials to the Membership role.
Of note is Bill’s receiving of a Commanding Officer’s Letter of Appreciation for developing the Close Protection Task Test (CPTT) to evaluate the skills of Protective Services VIP police officers.

Jack, who is also Chair of the Association Graves Committee, joined Toronto Division in 1988. He is a former President of Toronto Division and has proudly served in various Executive positions for over 30 years.

James joined the Association 2006 and is a former President of Toronto Division. Since joining he has served in various in various Division and Association positions.

Chaplain Pastor Daniel Dihele
Reverend Daniel Dihele serves as a senior pastor and law enforcement chaplain in the Greater Toronto Area.
His Role: Senior Pastor at the Oaks of Righteousness church.
Chaplaincy: Acts as a chaplain for both the Toronto Police Service and the Royal Canadian Mounted Police (RCMP)
